A Russian doctor can have a very good qualification and education and get a paltry salary. But at the same time there is a very little possibility for a Russian doctor to become a doctor in the US or elsewhere. An economist in Russia is not at all the same as in the USA. More often it's a clerk performing duties similar to those of an accountant.
